Comprehensive Zoning

Timeline of Events:

The original research for zoning was comprised of two council members and 7 volunteer citizens. After 20 months of meeting the council voted on the Comprehensive Plan which is a 3-page document of our mission statement.

This team was dissolved in January 2023.

Prior to the passing vote on March 21st, 2024, the Town Council had the following public meetings in the last 9 months: 

  •  August 10th—the public was able to speak on the agenda item of zoning.

  • September 21stPublic Workshop in which the public were invited to speak about zoning.

  • November 2ndPublic Workshop in which the public were invited to speak about zoning.

  • December 21st—the public was invited to speak about the zoning map specifically.

  • January 18th—the public was invited to speak about the zoning map specifically.

  • February 15th –the public was invited to speak about the zoning map specifically.

  • March 21st—about 1000 letters were sent to citizens inviting them to a Public Forum about the zoning ordinance and zoning map both. The ordinance and map were passed with edits discussed by council.

The March 21st 2024 meeting was posted in the newspaper, Terrell Tribune,  for two cycles, and posted on the town’s website as required by state law.

Additionally, CM White posted the preliminary zoning ordinance and later edits in the Public Forum located on our website.

More than 35 people, most of whom were citizens, gave input into the final document, including Town’s legal counsel, Attorney David Berman, of Nichols, Jackson, Dillard, Hager & Smith, L.L.P law firm. While it is only 18 pages, the intent was to be minimal in nature, while protective of our rural lifestyle.

  • Expenses for map printing were under $300 and will show up in the March end finance record.

  • GISS mapping services was $125.

  • As in any meeting, those citizens speaking off-topic, were asked to focus only on zoning. It is against state law to speak off-topic in a public meeting.
